Labor Community Advocacy Network
(LCAN) --
The Labor Community Advocacy Network (LCAN) is a network of over 50 New York
labor unions, community groups, research and advocacy organizations, and
service providers working to insure that union members, community
organizations, and other sectors of civil society have a role in decisions
that are made about how to rebuild the city. The
Network is coordinated by the Fiscal Policy Institute and the Central Labor
Council of the AFL-CIO, with financial support from the Rockefeller
Foundation and the
Open Society Institute.
Civic
Alliance to
Rebuild Downtown New York
--
A coalition of over 120 business,
community, environmental
and transportation groups that is staffed by the
Regional Plan
Association and a group of academic partners from schools
including
NYU, the New School, and the Pratt Institute Center for Community
and
Environmental Development. The coalition was convened to create a common
vision for rebuilding the World Trade Center site and Lower Manhattan in
the
aftermath of September 11th. The alliance works with the
Port Authority
and the New York City Planning Commission and has the
support of the Empire
State Development Corporation.
Overall goals
include "creating an open process" for
decision-making and
"ensuring adherence to principles of social,
economic, and
environmental justice."

the Ground Up
--
A growing, membership-based group that works for the needs of small businesses in
Lower Manhattan affected by the September 11th attacks. The group focuses on improving
the current and new grant and loan programs so that they adequately meet the needs of
small businesses and on having a
voice in the rebuilding
process.

"Rebuilding NYC"--
A major clearinghouse that includes features and
breaking
news, events, resources, and links to organizations dealing with the
rebuilding efforts. The site also features a calendar that lists meeting
times and
places as well as a message board.

Business Assistance Report -- Put out
jointly by the Economic Development Corporation and the Empire State

Lower Manhattan Development Corporation
-- This subsidiary of the Empire State Development
Corporation is jointly controlled by the mayor and the governor. It is
charged with overseeing the redevelopment of the site of the World Trade
Center and immediately surrounding area. Its website includes information
about meetings and contact information for staff.

--
The state
agency in charge of economic
development that has been given the task
of coordinating the rebuilding
effort for New York City. Its website
contains information on rebuilding in
NYC as well as incentive
programs for companies throughout the state. The
ESDC is the legal
parent of the Lower Manhattan Development Corporation.
New
York City Economic Development
Corporation
-- The
entity responsible for overseeing economic development projects, job
retention and creation programs, and corporate incentive packages in New
York
City. It has the authority to issue municipal bonds through its
financial
arm, the Industrial Development Agency. Its website
describes various grants
and loans available for businesses affected
by the attacks as well as the
other programs that it
administers.

Draft
Assistance Plan for Individuals --
The Draft Plan outlines rent and mortgage payment assistance
for
Lower Manhattan residents as well as job training assistance for
people working in Lower Manhattan.
The comment period on this plan is now closed. All submissions are being
reviewed by an ad hoc committee of LMDC board members comprised of Paul A.
Crotty, Madelyn G. Wils, Roland W. Betts, and Lewis M. Eisenberg. HUD will
require a second comment period following revisions.
